① Customs Price Trial Principal
Customs examines the import and export commodity’s duty paid value should follow the principal of objectiveness, fairness and united.
② Duty Paid Value Of The Import Commodity
The duty-paid value of the imported commodity is audited and determined by the customs according to the transaction price and based on the freight before unload, insurance fee and other related fees.
③ Transaction Price Of The Imported Commodity
Transaction price of the imported commodity means the adjusted total value of the commodity that the buyer actually paid or payable for importing when the commodity is sold to the People’s Republic of China by the seller, including direct paid or indirect paid price.
⑶ Examination
Imported And Exported Commodity Examination
Imported and exported commodity, except for that special permission by the General Administration of Customs, should accept customs examination. The purpose of the examination is to check if the content of the documents declared accordance with the commodity, and whether it appears wrong statement, misstatement, concealed declaration, false declaration, and also the legality of the commodity. The inspection and examination should be took place in the specified time and location by the customs.
During the inspection, the receiver/deliver or their agents should be present and be responsible for the moving, opening and examining of the commodity.

Imported And Exported Commodity Releasing
In the declaration, the customs will check the documents and inspect the actual commodity; after the collection of tax or reimbursement, a release stamp will be sealed on the related documents. When the whole procedure finishes, the owner or agent can pick up or load the commodity. This is the finish of the whole supervision procedure of the customs. Besides, if the commodity needs special treatment due to different reasons, the owner or agent can apply guarantee release, and the customs has clear regulation of the guarantee range.
Import Declaration Deadline
Declaration deadline means legally stipulate the time limit of the declaration by the receiver or agent after the commodity arrive at the port.
According to the “Customs Law”, the declaration time limit of the imported commodity is 14 days since the transaction vehicle declare to access boarder by the receiver or agent; commodity for import transshipment should declare to the customs at the port accessing boarder in 14 days, but also declare to the customs in 14 days after the transportation vehicle arrives at the final destination. Tax will be levied by the customs if deadline exceeded. The purpose of setting declaration deadline and levying tax is to use administrative and economical methods to urge receivers or agents of the imported commodity to declare timely, accelerate port transportation and push the commodity to come into use in early stage.
